They are there actually to help people find their routes into town, but I couldn't resist the title. There have been stations with pickets, too.

The start of the assisted cycle ride, helping novice cyclists ride into town and shown them the best route.

y'know, if (effective) alternative fuels aren't found, this is going to become a commonplace occurance (no strikes needed!).
